Building Permits
Permit Issued
Building permits are issued weekdays from 8:30 am to 12:00 noon. After a plan is submitted, a minimum of three (3) working days should be allowed for plan checking. If you have questions, please contact: Jim Raby at 210.824.3281 ext 309 or jraby@olmospark.org.

Permit Required

No building or structure shall be erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted, or demolished unless a building permit has first been obtained from the City of Olmos Park Building Official. See permit application packets.

Work Exempt from Permits
     -
Painting, wall papering and similar finish type work
     - Landscape planting
     - Minor roofing repairs not exceeding $100.00
     - Floor coverings not exceeding $100.00 in total cost
     - Window glass replacement and
     - General building repairs not exceeding $100.00 in total cost.

Permit Requirements
A survey/plat of the property shall be required prior to the issuance of any building permit for additions, garages, garage renovations, carports, swimming pools, fence construction or replacement and any new construction. All work must comply with the standards as set forth in the latest addition of the International Code Council adopted by the City.

Plans Required
Blue prints/plans will be required
     - for any addition exceeding 400 square feet
     - for commercial alterations/finish out
     - for second story addition
     - for renovations exceeding $75,000 in total construction cost
     - at the discretion of the building official for any remodel/renovation.

Note: Blue print/plan requirement may be waived at the discretion of the building official.

Note: Contractor drawn blue prints/plans will be acceptable unless the total construction cost exceeds $100,000.00. These plans must be sealed in accordance with the architectural practice act.

Zoning/Building Code Variances
City building codes and zoning reqirements must be followed. No exceptions to the codes may be made, except as obtained for hardship reasons through a meeting with the Board of Adjustment.

Allowable Construction Times
Construction and repair work shall only be permitted from the hours of 7:00 am to 6:00 pm on weekdays & 9:00 am to 5:00 pm on Saturdays provided such activities do not create noise extending to any residence in Olmos Park, construction at other times may be conducted only upon issuance of a permit by the chief of police of the City of Olmos Park.

Bond Requirements
All general contractors will be required to file with the City a $5,000.00 general contractors surety bond on a City of Olmos Park bond form. Home owners improving their own property and accomplishing the work themselves or acting as their own contractor can be exempt from posting a surety bond, unless the property is rental/lease property then a $5,000.00 surety bond will be required.

Inspection Requirements
All construction or work for which a permit is required shall be subject to inspection by the building official and all such construction or work shall remain accessible and exposed for inspection purposes until approved by the building official. Two inspections shall be included in the cost of the building permit. Additional inspections, as needed, will be added to the cost of the Building Permit at the rate of $50.00 per inspection. Reinspections, by ordinance, are double ($100.00) the normal inspection fee.

Permit Fees
Any work started prior to first obtaining a permit will be charged a double fee.

Permit Duration
One year from the date of issuance. For more detail see City Building Code Ordinance Chapter 5 Section 5.103.2.6.

Asbestos Survey and A.D.A. Requirements

For renovation and demolition of public buildings and/or commercial buildings there is an asbestos survey report required by Senate Bill 509 effective January 1, 2002. If the contractor/owner has any question regardng the survey they can call the Texas Department of Health's Asbestos Program in Austin, Texas at 1.800.572.5548.

On commercial renovations (over $50,000.00) and new construction the contractor or owner must verify that the individual has submitted their facility for Texas accessibility standards review, as applicable, with either the Texas Department of Licensing and Regulation, a registered accessibility specialists, or an independent contract provider working on behaf of TDLR. A number for TDLR (512.463.3211 Architectural Barriers Division) Senate Bill 484. Effective Date June 17, 2001.
