Zoning regulations are written for the whole city or a district within the city. The Board of Adjustment can grant an exception (called a "variance") to a zoning regulation based on a hardship that, by state law, must relate to the property, for example, the shape of a lot or topography. State law requires for at least 4 of the 5 voting members to approve the variance in order for it to be granted.
